এম এল এম ব্যবসার নামে প্রতারণা!

সম্প্রতি মাল্টি লেভেল মার্কেটিং (এম এল এম) বা ডিরেক্ট সেলস ব্যাবসা বেশ জাঁকিয়ে বসেছে আমাদের দেশে। আর এদের প্রতারণার ফাঁদে পা দিয়ে সর্বস্বান্ত হচ্ছে দেশের লক্ষ্ লক্ষ মানুষ। অত্যন্ত লোভনীয়, অকল্পনীয়, অফার আর অল্পদিনে কোটি পতি হবার স্বপ্ন নিয়ে ঝুঁকছে দেশের হাজার হাজার বেকার যুবক। শুধু বেকার যুবকই নয়, অনেক শিক্ষিত কর্ম জীবী লোকজন ও ছুটছে এই ব্যবসার দিকে। আলাদীন এর যাদুর প্রদীপ এর মত রাতা রাতি কোটিপতি হতে কে না চায়! কিন্তু আমাদের দেশের এম এল এম ব্যাবসা যেই ভাবে এগুচ্ছে তাতে করে এর ভয়াবহতা আমরা ইতি মধ্যেই টের পেয়েছি। সামনে ও পাবো হয়তোবা । আমেরিকার কনসেপ্ট মাথায় নিয়ে শ্রীলঙ্কার এক ভদ্র লোক আই লিঙ্ক নামের একটি প্রতিষ্ঠান এর মধ্যে দিয়ে এই দেশে এম এল এম ব্যবসার সাথে যুক্ত হন। সেই প্রতিষ্ঠানে রফিকুল নামে আর একজন কাজ করতেন। বর্তমানে তিনি ডেস্টিনি ২০০০ লিঃ এর কর্ণধার। ডেস্টিনি কারো সাথে প্রতারণা করেছে কিনা আমার জানা নেই। তবে সম্প্রতি ব্যাঙের ছাতার মত আগানে-বাগানে অযাচিত ভাবে যেই সব এম এল এম কোম্পানি গড়ে উঠেছে, তাদের নিয়ে অভিযোগের কোন শেষ নেই। এম এল এম কনসেপ্ট সম্পর্কে আমাদের ধারনা খুব ই কম। তাই প্রতারণার স্বীকার হচ্ছি আমরা ইতি মধ্যেই সর্ব শান্ত হয়ে গেছে কয়েক লাখ মানুষ। uni pay 2 you bd এর খপ্পরে পড়ে লক্ষ লক্ষ টাকা খুইয়েছেন অনেক সদস্য ও এজেন্ট। আইন এর মারপ্যাঁচে পড়ে অনেকে তাদের টাকা রিফান্ড পাননি। সম্প্রতি এর ভয়াবহতা এত প্রকট হয়ে গেছে যে ঢাকার শহরের হাতির পুল ও মোতালেব প্লাযায় প্রায় ৩০ টির মত ভুয়া এম এল এম কোম্পানি ব্যাবসা করছে।প্রতিটা জেলা শহরে এখন ৫ থেকে ১০ টির মত সাব অফিস! প্রসাশন একেবারে নির্বিকার! অর্থ মন্ত্রনালয়, কেন্দ্রীয় ব্যাংক কেমন যেন নিস্ক্রিয়! এইসব হায় হায় কোম্পানির মধ্যে একটি কোম্পানির কথা আমি জানি। এটির নাম “ আর্থ ডিস্টিবিউশন” এই কোম্পানির মালিক একুশে টিভির এক সাক্ষাত্কারে বলেছেন সমাজের অনেক বড় ও প্রতিষ্ঠিত ব্যাক্তি তার সাথে পার্টনার হিসাবে আছেন। উচ্চ পদস্থ সামরিক কর্মকর্তা , এমন কি বর্তমান ক্ষমতাসীন দলের অনেক নেতা ও নাকি জড়িত এই ব্যবসার সাথে। তাহলে বিষয়টি তো মারাত্মক! এম এল ব্যাবসা পৃথিবীর বহু দেশে আছে। এটি বৈধ। তবে বাংলাদেশে এ কি ভয়ঙ্কর অবস্থা! একটু আলোচনা করি।
আর্থ ডিস্টিবিউশন এর এজেন্ট শিপ নিতে হলে প্রথম ২৫০০০০ টাকা সদস্য হিসাবে, এবং ৭৫০০০০ টাকা দিতে হবে ডিলার শিপ বাবদ। ঠিক আছে দিলাম। তার পর। এক ভয়া বহ সিস্টেম! মাত্র ৬ মাসেই কোটি পতি। কিন্তু কিভাবে? আমরা জানি এম এল এম এর একটি দুষ্ট চক্র আছে। প্রথমে এক হাত। তার পর ২। ২ থেকে ৪। ৪ থেকে ৮। এইভাবে যত হাত বাড়বে তত বিল গেটস হবার হাতছানি! এই প্রতিষ্ঠান যে কোন অঙ্কের অর্থ মাত্র ৬ থেকে ১০ মাসে দিগুণ বানিয়ে দেবে! এম এল এম কোম্পানি যদি ১০ মাসে ২ গুন মুনাফা দেয়, তবে আমাদের দেশের ব্যাংক কি আঙ্গুল চুষবে? তারা কেন পারেনা ১০ মাসে ২ গুন দিতে? কেন তারা ডাবল বেনিফিট ৭ বছর পরে দেয়? কারন ১০ মাসে পৃথিবীর কোন ব্যাবসা প্রতিষ্ঠান ২ গুন লাভ দিতে পারেনা। এক মাত্র হায় হায় কোম্পানি ছাড়া! এই প্রতিষ্ঠান অয়াল মেট, আর সাপের বিষ এর ব্যাবসা করবে বলে সদস্যদের কাছ থেকে জামানত সংগ্রহ করে। অত্যন্ত সহজ, সরল, গ্রামের পুরুষ, মহিলারা আগ্রহী হয়ে ওঠে। ইস যদি ১০ মাসে ২ গুন পাওয়া যায়। শুধু ২ গুন নয়, এর পরে ও আছে কমিশন। যত সদস্য বাগিয়ে আনতে পারবে, ততো কমিশন!
শুধু গ্রামের সহজ, সরল প্রান মানুষ গুলী কি প্রতারিত হচ্ছে? শহরের অনেক চতুর লোক ও ধরা খাচ্ছে। আমারই এক বন্ধু মান্না একটি মাল্টি ন্যাশনাল কোম্পানির পদস্থ কর্মকর্তা, সেও ধরা খেয়েছে! ব্যাচারা হিসাব বিজ্ঞানে মাস্টার্স, তারপরে এম বি এ। হিসাব বিজ্ঞানে পড়েও হিসাব মেলাতে পারেনি কেমন করে ১০ মাসে ২৮০০০০ টাকা ২ গুন হয়ে ২৮০০০০*২= ৫৬০০০০ টাকা হয়। এই হচ্ছে অবস্থা। কিছুদিন পূর্বে অর্থ মন্ত্রী বলেছিলেন,
এই সব হায় হায় কোম্পানির বিরুদ্ধে ব্যাবস্থা নেওয়া হবে। এবং এম এল এম ব্যবসার একটি সঠিক নীতিমালা প্রনয়ন করা হবে।
এমএলএম নীতিমালা প্রণয়নের জন্য অতিরিক্ত বাণিজ্যসচিব এম মর্তুজা রেজা চৌধুরীকে প্রধান করে একটি কমিটি করা হয়। সেই কমিটি অর্থ মন্ত্রণালয়, আইন মন্ত্রণালয়, বাংলাদেশ ব্যাংক, মাইক্রোক্রেডিট রেগুলেটরি অথরিটি (এমআরএ), আরজেএসসি, ঢাকা সিটি করপোরেশন এবং এমএলএম কোম্পানিগুলোর প্রতিনিধিদের সঙ্গে কয়েক দফা বৈঠক করেছে।
এমএলএম কোম্পানির প্রতিনিধিরা এসব বৈঠকে বলেছেন, যেসব পণ্যের বাস্তব অবস্থান নেই, সেগুলোও এমএলএম পদ্ধতিতে পরিচালিত হচ্ছে। এগুলো বন্ধ করতে হবে। অনেকে দেশে বসে বিদেশে বাড়ির ব্যবসা করছেন বা কাল্পনিক সেবায় অর্থ বিনিয়োগ করছেন। এমনকি বাংলাদেশে কোনো কার্যালয়ও নেই তাঁদের। অথচ কোটি কোটি টাকা নিয়ে যাচ্ছেন বিদেশে।বাংলাদেশ ব্যাংকের সাবেক গভর্নর সালেহ উদ্দিন সাহেব সকলকে সতর্ক করে বলেছেন এই সব চক্রে যেন কেউ পা না দেয়।
সবার উদ্দেশ্যে একটি কথা বলতে চাই। হায় হায় এইসব কোম্পানি থেকে সাবধান! কোন বিনিয়োগ করার পূর্বে অবশ্যই আগে দেখে নিন, তাতে বাংলাদেশ ব্যাংক এর অনুমতি আছে কিনা? ফাইনান্স মন্ত্রনালয় এর কি স্মারক রয়েছে?আর আবার ও বলি কোন অর্থ ১০ মাসে ২ গুন সম্ভব নয়। কাজেই সাবধান!

শহীদ জিয়ার প্রতি শ্রদ্ধাঞ্জলি




শহীদ জিয়ার শাহাদাত দিবসে তাঁকে শ্রদ্ধাঞ্জলি জানাতে গিয়ে যে কথাটি সর্বাগ্রে মনে আসে তা হচ্ছে, একজন সফল ও স্মরণ্য রাষ্ট্রনায়ক হিসেবে অল্প সময়েই তাঁর প্রতিষ্ঠা। নতুন স্বাধীনতা পাওয়া দরিদ্র ও অনগ্রসর একটি দেশ, যা ছিল রাজনৈতিক অনিশ্চয়তায় দোদুল্যমান—তাতে স্থিতিশীলতা সৃষ্টি করে, একটি গণতান্ত্রিক কাঠামোতে স্থাপন করে, দেশপ্রেম ও জাতীয়তাবাদের ভিত্তি সুদৃঢ় করে উন্নয়নের রাজপথে চলমান করিয়ে দেওয়ার বিরল কৃতিত্বের বিতর্কাতীত অধিকারী শহীদ জিয়াউর রহমান। ভাবলে অবাক হতে হয়, রাজনীতিতে সেই সময় অনভিজ্ঞ এক তরুণ কর্মকর্তা কী অদম্য সাহস, অপরাজেয় মনোবল এবং অসীম দেশপ্রেমে উদ্বুদ্ধ হয়ে ইতিহাসের এক ক্রান্তিলগ্নে স্বাধীনতার ঘোষণা দিয়ে জাতির দিকনির্দেশনা স্থির করে দেন। ঘোষণা-উত্তর স্বাধীনতাযুদ্ধে প্রত্যক্ষ সংগ্রামে সফল সেক্টর কমান্ডার হিসেবে সম্মুখসমরে অংশ নিয়ে বিজয় ছিনিয়ে নিয়ে আনতে মুখ্য ভূমিকা পালন করেন। আবার সফল মুক্তিসংগ্রাম-উত্তরকালে মধ্য-সত্তরের চরম অস্থির এক রাজনৈতিক ও সামাজিক পরিস্থিতিতে কান্ডারি হয়ে জাতিকে বিপর্যয়ের মুখ থেকে রক্ষা করেন এবং সার্বভৌমত্ব, জাতীয়তাবাদ ও উন্নয়নের সুদৃঢ় ভিত্তি স্থাপন করে জাতির অস্তিত্ব ও স্থায়িত্ব নিশ্চিত করেন।
জিয়ার নেতৃত্বের প্রথম দিকেই ১৯৭৭ সালের ২৭ ডিসেম্বর ভারতের তদানীন্তন রাষ্ট্রপতি সঞ্জীব রেড্ডি রাষ্ট্রীয় ভোজসভায় প্রেসিডেন্ট জিয়ার কৃতিত্ব ও সম্ভাবনা সম্পর্কে উচ্ছ্বসিত প্রশংসাবাণী উচ্চারণ করতে গিয়ে এক ঐতিহাসিক সত্য তুলে ধরেন, ‘Your position is already assured in the annals and the history of your country as a brave freedom fighter who was the first to declare the independence of Bangladesh.’ প্রেসিডেন্ট জিয়াউর রহমানের শাহাদাতের পর জুনের প্রথম সপ্তাহে লন্ডনে কমনওয়েলথ সেক্রেটারিয়েট আয়োজিত এক শোকসভায় তদানীন্তন কমনওয়েলথ মহাসচিব স্যার শ্রীধাত রামফাল যথার্থ উক্তি করেছিলেন, ‘প্রেসিডেন্ট জিয়া বাংলাদেশে শুধু যে একদলীয় রাজনীতির পরিবর্তে বহুদলীয় গণতান্ত্রিক ব্যবস্থা প্রতিষ্ঠা করেছিলেন তা নয়, এই উন্নয়নকামী দেশকে সার্বিক উন্নয়নের রাজপথে পরিচালিত করেছিলেন। দক্ষিণ এশিয়ার দেশগুলোকে সার্কের মাধ্যমে ঐক্যবন্ধনে গ্রথিত করা তাঁর এক স্বপ্ন। তাঁর অকালমৃত্যুতে তাঁর দেশ এক নিপুণ সংগঠক ও সফল রাষ্ট্রনায়ককে শুধু হারাল না, দক্ষিণ এশিয়া হারাল এক দূরদর্শী ও স্বাপ্নিক, উন্নয়নশীল জগৎ হারাল এক মহান নেতা, কমনওয়েলথ হারাল সৌভ্রাতৃত্বে বিশ্বাসী আস্থা সৃষ্টিকারী এক অনন্যসাধারণ ব্যক্তিত্বকে।’
জিয়ার স্মৃতিতর্পণ প্রসঙ্গে আরেকটি ঘটনা মনে পড়ছে। আমি তখন জেদ্দার ইসলামিক ডেভেলপমেন্ট ব্যাংকের (আইডিবি) অপারেশনসের দায়িত্বপ্রাপ্ত ভাইস প্রেসিডেন্ট। ব্যাংকের পঞ্চাশোর্ধ্ব সদস্যদেশের মধ্যে একটি দেশ আফ্রিকার মালি। কর্তব্য নিবন্ধনে গিয়েছিলাম রাজধানী বামাকো। অনুসঙ্গী ছিলেন ব্যাংকের দু-তিনজন কর্মকর্তা। মনে পড়ছে যাঁর মধ্যে ছিলেন তরুণ অর্থনীতি-বিশ্লেষক আবদুল্লাহ গুল, বর্তমানে তুরস্কের প্রেসিডেন্ট, যিনি গত বছর রাষ্ট্রীয় সফরে ঢাকা এসেছিলেন। মালির সরকারি নেতাদের সঙ্গে ব্যাংকের সহায়তা পাওয়া কয়েকটি উন্নয়ন প্রকল্প নিয়ে আলোচনা-অন্তে দেশের তদানীন্তন প্রেসিডেন্ট কোনারে বললেন, ‘জেনে খুশি হলাম, আপনি বাংলাদেশের। ওই দেশের প্রয়াত প্রেসিডেন্ট জিয়াউর রহমানকে আমরা শ্রদ্ধাভরে স্মরণ করি। উন্নয়নকামী দেশগুলোর অগ্রগতির জন্য তিনি এক উল্লেখযোগ্য নেতৃস্থানীয় ভূমিকা পালন করেছিলেন। তাঁর তিরোধানে এলডিসি দেশগুলোর অপূরণীয় ক্ষতি হয়েছে। তারা হারিয়েছে এক অন্যতম যোগ্য নেতা।’
অবাক বিস্ময়ে শুনছিলাম এক প্রয়াত প্রেসিডেন্টের প্রতি আরেক দেশের এক ক্ষমতাসীন প্রেসিডেন্টের শোকাপ্লুত শ্রদ্ধা নিবেদন। বহু বছর ব্যবধানে এক বহু দূর দেশে। প্রেসিডেন্ট কোনারে আরও বললেন, ‘তাঁর স্মৃতিতে রাজধানীর একটি প্রধান সড়কের নামকরণ করেছি আমরা। ইচ্ছে করলে আপনি গিয়ে দেখে আসতে পারেন।’ তাঁরই নির্দেশনায় প্রটোকলের কর্মকর্তা সমভিব্যাহারে গিয়ে দেখলাম, শহরের প্রশস্ততম রাজপথ কিং ফাহদ সরণির অব্যবহিত পরেই এভিনিউ জিয়াউর রহমান। দুদিকে বৃক্ষশ্রেণীর মধ্যে প্রসারিত দীর্ঘ প্রশস্ত রাজপথ। মনে পড়ল, তুরস্কে দেখেছিলাম জিয়ার স্মরণে আরেকটি সরণি। জান্নাতবাসী জিয়া ওই সেদিন ওই সুদূরে ভ্রমণকারী এক বাঙালির হূদয় গর্বে ভরে দিয়েছিলেন। গিনির প্রেসিডেন্ট সি কো তুরে, ফিলিস্তিনের নেতা ইয়াসির আরাফাত, ভুটানের রাজা ওয়াংচুক—আরও বহু এশিয়া, আফ্রিকা, মধ্যপ্রাচ্যের নেতাদের কাছে শুনেছি বহু বছরের ব্যবধানে শহীদ রাষ্ট্রপতি জিয়া সম্পর্কে শোক ও শ্রদ্ধামিশ্রিত প্রশস্তি। রাষ্ট্রাচারের প্রয়োজনতাড়িত গতানুগতিক উক্তি নয়, অন্তরের অন্তস্তল থেকে উৎসারিত আবেগঘন শ্রদ্ধা নিবেদন। সবার মনে, দেশে ও বিদেশে ক্ষমতাধরদের মধ্যে ও সাধারণ্যে শহীদ রাষ্ট্রপতি জিয়া যে এক পরম সম্মানের আসন চিরকালের জন্য দখল করে আছেন, তা কিসের জন্য? কিসের জোরে? এর মধ্যে তো কোনো বাধ্যবাধকতা নেই, নেই রাষ্ট্রাচারের অলঙ্ঘনীয় নির্দেশ, নেই দ্বিপক্ষীয় প্রশস্তি বিনিময়ের রীতিনীতি। এর কারণ হচ্ছে, আন্তর্জাতিক ক্ষেত্রে নিগৃহীত, বঞ্চিত ও দুর্বল দেশগুলোর মধ্যে ঐক্যবন্ধন সৃষ্টি করে তাদের ন্যায্য দাবি আদায়। ‘সার্ক’-এর সৃষ্টি, আল আকসা কমিটির আলোচনা, এলডিসি দেশগুলোর স্বার্থরক্ষা—এসব বিষয়ে তাঁর নেতৃস্থানীয় বলিষ্ঠ অগ্রণী ভূমিকা পালন। আরও রয়েছে দেশের মধ্যে জাতির বিভিন্ন জটিল সমস্যা সমাধান, জনগণের জীবনযাত্রার মান উন্নয়ন ও অর্থনৈতিক শ্রীবৃদ্ধি, জাতীয়তাবাদের ভিত্তি রচনা, স্বাধীনতা ও সার্বভৌমত্ব সংরক্ষণ, দুরাচারমুক্ত গণতান্ত্রিক ব্যবস্থা প্রতিষ্ঠা, সর্বোপরি ব্যক্তিগত জীবনে প্রশ্নাতীতভাবে উদাহরণ প্রতিষ্ঠা করে সব ধরনের দুর্নীতিমুক্ত প্রশাসনের ব্যবস্থা গ্রহণ—এসব ক্ষেত্রে শহীদ জিয়ার অবিস্মরণীয় ভূমিকা ও নেতৃত্ব, তাঁর অনমনীয় মনোবল, সৎ, সাধু ও নিঃস্বার্থ আচার-ব্যবহার, তাঁর সুদূরপ্রসারী চিন্তা-পরিকল্পনা, তাঁর অতুলনীয় আপসহীন দেশপ্রেম, অতি অল্প সময়ের মধ্যে এক বিভ্রান্ত, হতাশাগ্রস্ত জাতিকে যেন তিনি একটি জীয়নকাঠির মায়াবি ছোঁয়ায় আত্মবিশ্বাসী, প্রাণবন্ত ও সক্রিয় করে তুলেছিলেন।
বর্তমানে দুঃখের সঙ্গে লক্ষ করছি, রাজনৈতিক স্বার্থজনিত কারণে ক্ষমতায় আরোহণের প্রক্রিয়া নিয়ে ধূম্রজাল সৃষ্টি করে তাঁর চরিত্র হরণের অসাধু কিন্তু নিষ্ফল প্রচেষ্টা হচ্ছে। অ্যান্থনি ম্যাসকারেনহাস ৭ নভেম্বরের বর্ণনা দিয়েছেন (বাংলাদেশ: এ লিগ্যাসি অব ব্লাড, অনুবাদ পৃ. ১২২) এভাবে, ‘উল্লসিত কিছু সৈনিক আর বেসামরিক লোক নিয়ে কতগুলো ট্যাংক ঢাকা শহরের মধ্যবর্তী এলাকায় চলাচল করতে দেখা যায়। এবার এই ট্যাংক দেখে লোকজন ভয়ে পালিয়ে না গিয়ে ট্যাংকের সৈনিকদের সঙ্গে একাত্ম হয়ে রাস্তায় নেমে আসে এবং উল্লাসে ফেটে পড়ে। চার দিন ধরে তারা মনে করেছিল যে, খালেদ মোশাররফকে দিয়ে ভারত তাদের কষ্টার্জিত স্বাধীনতা খর্ব করার পাঁয়তারা চালাচ্ছে। এতক্ষণে তাদের দুঃস্বপ্ন কেটে গেল। সর্বত্রই জোয়ান আর সাধারণ মানুষ খুশিতে একে অপরের সঙ্গে কোলাকুলি শুরু করে। রাস্তায় নেমে তারা রাতভর স্লোগান দিতে থাকে—বাংলাদেশ জিন্দাবাদ, সিপাহি বিপ্লব জিন্দাবাদ, জেনারেল জিয়া জিন্দাবাদ ইত্যাদি। অবস্থা দেখে মনে হয়েছিল, ১৯৭১ সালের মার্চ মাসের গণজাগরণের মতো জনগণ আবার জেগে উঠেছে। এটা ছিল সত্যিই এক স্মরণীয় রাত।’
এই অভ্যুত্থানকারী সৈনিক-জনতাই বন্দিদশা থেকে জিয়াকে মুক্ত করে। এর আগে স্বঘোষিত প্রেসিডেন্ট খন্দকার মোশতাকের জারি করা আইনের ধারাবাহিকতায় খালেদ মোশাররফ প্রশাসনে প্রধান সামরিক আইন প্রশাসক ও প্রেসিডেন্ট হিসেবে বিচারপতি সায়েম দায়িত্ব গ্রহণ করেন ১৯৭৫ সালের ৬ নভেম্বর। সেনাপ্রধান জিয়া তখন খালেদের হাতে বন্দী। ১৯৭৭ সালের ২০ এপ্রিল পর্যন্ত প্রেসিডেন্ট ও সিএমএলের দায়িত্ব পালন করেন বিচারপতি সায়েম। এ ঘটনাগুলোতে পরিষ্কারই দেখা যাচ্ছে জিয়া ‘ক্যু’ করে ক্ষমতায় আসেননি। তিনি দেশে সামরিক শাসন জারি করেননি। স্পষ্টতই প্রতীয়মান হচ্ছে, বাংলাদেশে একদলীয় শাসন এবং সামরিক আইন কোনোটিরই প্রবর্তক জিয়া ছিলেন না, ছিলেন আওয়ামী লীগের নেতারা। জিয়া পরবর্তী সময়ে গণতান্ত্রিক পদ্ধতিরই প্রবর্তন করেন।

আজকের এই অনিশ্চয়তার দিনে জাতির জন্য আশা উদ্দীপক অনুপ্রেরণার বাণী আর কী হতে পারে?

BRAC Founder Fazle Hasan of Bangladesh Abed knighted at Buckingham Palace

BRAC FOUNDER FAZLE HASAN ABED
Fazle Hasan Abed, the founder and chairperson of BRAC, was knighted today in a special ceremony at Buckingham Palace in London. The Knighthood, announced in the Queen’s New Year's Honours List, was awarded in recognition of Sir Fazle’s services to reducing poverty in Bangladesh and internationally.

February 16, 2010 -- Fazle Hasan Abed, the founder and chairperson of BRAC, was knighted on Tuesday in a special ceremony at Buckingham Palace in London. The Knighthood, announced in the Queen’s New Year's Honours List, was awarded in recognition of Sir Fazle’s services to reducing poverty in Bangladesh and internationally.

The Investiture Ceremony was held by Prince Charles, the Prince of Wales, who represented Queen Elizabeth II. While conferring the knighthood, Prince Charles mentioned to Sir Fazle that he remembered visiting BRAC in Bangladesh and thanked him for his long service in reducing poverty.

Leaders from around the world have congratulated Sir Fazle on his Knighthood. Queen Rania of Jordan, in her message to Sir Fazle, wrote:

“More than just recognition of your tireless efforts to relieve poverty and disease in Bangladesh and abroad, this Knighthood gives further momentum to your reputation as one of the most dynamic and selfless humanitarians of our time.”

Sir Fazle was appointed Knight Commander of the Most Distinguished Order of St. Michael and St. George (KMCG). Following tradition, Sir Fazle knelt on a velvet Investiture Stool to receive the accolade, which was bestowed using the sword which King George VI used when, as Duke of York, he was Colonel of the Scots Guards. Sir Fazle was then invested with a Neck Badge and Star carrying the Insignia of the Order of St. Michael and St. George.

Sir Fazle is the first person of Bangladesh origin to be honored with a Knighthood by the British Crown since 1947. Sir Fazle’s wife, Lady Sarwat Abed, and daughter and son, Tamara and Shameran, were present at the ceremony at Buckingham Palace.





A lawyer through and through

Bangladeshi Lawyer Barrister Rafiqul Haque was  an activist of the Juba Congress, led by the late Indira Gandhi, when he was a student. He was elected social secretary to the Calcutta University Central Students’ Union, twice. However, his involvement in politics ended with his days at the university. ‘I had to struggle to establish myself. I had to be busy in earning my livelihood,’ says Rafique-ul Huq.
   Born in 1935 in Calcutta (now Kolkata), Rafique became a barrister-at-law in 1961, came back to Dhaka in 1962 and started practising law at the High Court. He became an advocate to the Supreme Court of Pakistan in 1965.
   As is the case with all success stories, he got a couple of lucky breaks. In 1965 his senior Ashraful Hossain was busy with the arbitration on the dispute between Pakistan and India over Rann of the Kutch island. Rafique had to seek time for the hearing in a series of cases due to the absence of his senior counsel. He started moving the cases after the court had asked him to.
   Allah Buksh Khoda Buksh Brohi, a legendary lawyer of the time, also gave him a break in the same year. Brohi hired him as a senior counsel in a tax-related case. As Brohi was moving the case before the Supreme Court, presided over by the chief justice Cornelius, Rafique tried to make some points to Brohi but failed. Eventually, Rafique was allowed to present his arguments. Not only did he win the case but his arguments impressed Justice Cornelius so much that the chief justice made him an advocate to the Supreme Court.
   Rafique became widely known during the two-year rule of the emergency regime. He does not normally practise criminal law although he was top of the class in criminal law at Calcutta University in 1957. However, during the tenure of the interim government, he started moving criminal cases filed against the Awami League president, and now prime minister, Sheikh Hasina, the Bangladesh Nationalist Party chairperson, Khaleda Zia, and other political heavyweights.
   He was widely acclaimed after securing a series of High Court orders and verdicts including bail and suspension of proceedings against high-profile politicians and businessmen. As amicus curiae, he secured a High Court verdict that observed that the court had the power to grant bail in cases under the emergency power rules.
   Rafique had to move the criminal cases of the politicians during the emergency regime as ‘most of my friends who have name and fame as lawyers had either gone into hiding or did not dare to move the cases.’ Rafique did not face any threat from the emergency regime for moving the emergency cases, rather ‘the DGFI men used to send me gifts.’
   ‘Moving the cases of Hasina, I could pay my gratitude to Bangabandhu Sheikh Mujibur Rahman...Similarly, I am lucky to defend Khaleda Zia,’ he says.
   Rafique does not consider his legal battle against the emergency regime as a battle against the army as an institution. Against the backdrop of political turmoil, the army came to the scene on January 11, 2007 through the declaration of the state of emergency. The regime launched drive against graft. ‘But, some army officers broke records in corruption. They extorted businessmen. The army, as an institution, was, however, not involved. The army should bring those ambitious officers to book.’
   The politicians, he believes, should take lesson from the sufferings they had to face during the emergency regime and institutionalise democracy.
   Rafique recalls how his move during the emergency rule to bring Hasina and Khaleda across the table ‘in the interest of democracy and for an end to the culture of mudslinging between the two parties’ ran into resistance from within the political establishments.
   Syed Ashraful Islam, then the AL spokesperson, pointing at Rafique, had said, ‘Politics is none of their business…They should not try to meddle in politics….’
   Both Hasina and Khaleda agreed to sit together, Rafique says. ‘But Hasina phoned me from abroad after Ashraf’s comment and told me that she would consider the move after her return.’ Although his move was foiled, Rafique still thinks the two top leaders should sit together on every national issue.
   He is also dissatisfied with the justice delivery system. He blames the emergency regime for the downfall of the judiciary. ‘During the regime, kangaroo courts were set up which were competing to jail people. The Appellate Division of the Supreme Court had become “stay court” to halt the High Court orders that had given some respite to the people. The High Court, however, played a proactive role.’
   He is also dissatisfied with the present scenario in the courts. ‘Today, the state attorneys, especially the attorney general, are threatening Supreme Court judges.’
   A senior High Court judge, who is scheduled to deliver verdict in a case moved by Rafique, told him a few days back, ‘Do you think I would be allowed to deliver the verdict.’
   ‘If senior judges express such despondency, how can the judiciary run?’ he laments. ‘The state attorneys are acting not as the counsels for the state, but as the party activists. The lawyers, especially the state attorneys, also have the duty to ensure justice in the courts. I was also the attorney general and that too under Ershad. But, I never played the role the attorney general is now playing.’
   Rafique was made attorney general in 1990. ‘Before assuming the office of the attorney general I had told Ershad that he must not give any illegal instruction to me. As attorney general, in many cases, I had argued that the government did wrong. During that period, only three detention orders were finally upheld by the High Court and the court had declared illegal the rest of the detention orders as I pleaded those were illegal.’
   Rafique was an elected member of the executive committee on International Taxation of the World Association of Lawyers. He was also member of the world executive committee of Foreign Trade and Investment (Washington) and of the Bangladesh delegation to the UN General Assembly (1990).
   He was a member of the National Commission on Money, Banking and Credit and chairman of the sub-committee on banking laws (1984) under the commission which drafted the current banking laws of Bangladesh, chairman of the corporate laws committee (1990), member of the company law reforms committee (1977) and member of the committee for improvement of the stock exchange market in Bangladesh.
   During the era of Sheikh Mujibur Rahman, he drafted the laws on nationalisation. The same Rafique was asked by Ziaur Rahman to draft the laws on denationalisation. This time Rafique wrote the laws sitting in Bangabhaban and he used to go there through the backdoor.
   Once Zia asked him, ‘You wrote the laws on nationalisation and again you wrote the laws on denationalisation…Do you not have any principle?’ Rafique replied, ‘I am a lawyer and I work for my client.’ He did not take any fees for drafting those laws on nationalisation and denationalisation.
   Rafique hails from Subarnapur village under Barasat in West Bengal of India. ‘My family was a doctors’ family,’ he says.
   His father Momenul Huq was a physician. His paternal uncle was the principal of Dhaka Medical College. One of his brothers is a physician.
   Rafique had to became a barrister to marry, and that too, a doctor, Farida Huq, a renowned microbiologist. The marriage was settled at their early ages. His mother-in-law, Mrs Ameena Rahman, wife of the late Habibur Rahman, who was the owner of Paramount Press, had told him that he would have to become a barrister so that he could earn a lot of money.
   Rafique had to do job in London to bear the costs of obtaining his bar-at law. He earned Tk 50 as fees for moving the first case in 1962. That was a civil case of some Sattar. He started earning a lot in 1968, when AK Brohi engaged him in a case at Tk 7,500 per day. With the money he earned from the case, Rafique built his house at Purana Paltan. Before building the house, he had been using the piece of land to cultivate paddy.
   Since then, Rafique has earned a lot materialising the dream of his mother-in-law. He spends most of his earning in charities. Ameena Rahman recently died at ‘Ameena Rahman Coronary Care Unit’ at the BIRDEM Hospital. The CCU was set up in March 2009 after her name at a cost of Tk 1 crore, donated by Rafique.
   His involvement in charitable works began in 1972, when he established the Dhaka Shishu Hospital. The hospital started operation in a tent at Dhanmondi. Later Sheikh Mujibur Rahman allotted a plot at Agargaon area, where the hospital is now situated. As Rafique refused to take any fees for drafting the laws on denationalisation, Ziaur Rahman gave Tk 50 lakh for the hospital and with the money the trust of the hospital was formed.
   In 1986 he established Subarna Clinic at Chandra crossing in Gazipur for the poor. A family can get free medical treatment at the clinic with a health card to be obtained from the clinic at a cost of Tk 10 only.
   He is the pioneer of the Ad-Din Women’s Medical College and Hospital at Moghbazar in Dhaka. He is life member and vice-chairman of the Diabetic Association of Bangladesh and member of its national council (since 1976), life member of the Bangladesh National Society for the Blind, chairman of Society for Education and Care of Hearing Impaired Children of Bangladesh, chairman of the Management Committee of BIRDEM Hospital and secretary general of the Management Board of Dhaka Shishu Hospital.
   Rafique has also started construction of a 12-storey building at Ashulia for the establishment of a modern cancer hospital.
   His only son Faheemul Huq is also a barrister. Faheem’s wife is a non-practising lawyer. ‘I have told my son that all my money will go to charities and he needs to earn for his family.’

Bangladesh lifts ban on Facebook




Bangladesh lifted a ban on Facebook on Sunday, a week after it blocked the popular social networking site over caricatures of the Prophet Mohammed and "obnoxious" images of its leaders.

The Bangladesh Telecommunications Regulatory Commission (BTRC) ordered the country's international Internet gateway providers to unblock the site after the US-based company agreed to remove the obnoxious images and content.

"The Facebook is now open," BTRC vice chairman Hasan Mahmud Delwar told AFP.

The move came after Pakistan lifted a similar ban on Facebook last week following a court order.

Islamabad had blocked the social networking site, video website YouTube and 1,200 web pages over a row about "blasphemous" content on the Internet.

Bangladesh banned Facebook on May 29 after officials said cartoons of the Prophet Mohammed posted on the site "hurt the religious sentiments of the country's Muslim population".

Thousands of people belonging to Muslim groups staged protests over the cartoons which they branded "anti-Islamic propaganda", and demanded the site be banned.

Nearly 90 percent of Bangladesh's 144 million people are Muslims who regard depictions of Islam's prophet as blasphemous.

The BTRC also said that some links in Facebook contained "obnoxious" images of the country's leaders including the prime minister and that the site would be reopened after Bangladesh had permanently blocked the offending pages.

The country's anti-crime Rapid Action Battalion also arrested one man over the images of the political leaders.

Last week the Bangladesh telecoms authority contacted Facebook and said the US-based site has agreed to remove the obnoxious pages.

There was no comment from Facebook.

"We are satisfied with the removal of offensive items by Facebook team. And now it's again open for all," BTRC chairman Zia Ahmed told The Daily Star, adding that Bangladesh would "strongly monitor the postings on the site".

Bangladesh has nearly one million Facebook account holders -- a sixth of all Internet users, according to the BTRC. Hasina and opposition leader Khaleda Zia have fan pages on Facebook.

Nation mourns as death toll rises in Bangladesh

The nation mourns the dead today as the death toll from Thursday’s fire in eight buildings in Old Town of Dhaka increased to 117 till Friday evening, casting a pall of gloom everywhere. The air had weighed heavy over Old Town, a closely woven society, since the fire, the deadliest ever in Dhaka, broke out about 9:00pm on Thursday with the grownup losing their wife and children and the children losing their parents and elders. At least eight bordering buildings went up in flames after, according to the residents, an electrical transformer in an electric pole exploded reportedly by a lightning strike as a storm began at the time. More than 150, mostly women and children, were injured as the fire continued burning for two hours. Plasters flaked off the building walls at the impact of the explosion of the transformer and the buildings burned black. The government on Friday announce a national mourning day for Saturday in a mark of respect to the deceased. The president, Zillur Rahman, the prime minister, Sheikh Hasina, and the leader of opposition in the parliament, Khaleda Zia, in separate messages on Friday expressed their shock at the loss of lives in the fire. They prayed for the salvation of the departed souls and offered their condolences on the deceased. Hasina went to the DMCH burnt unit about 11:00am on Friday and said the government would bear treatment cost of all the patients and their rehabilitation. She also announced the government would open such burn units in the districts. Khaleda along with her party leaders and activists visited the place of occurrence about 2:00am on Friday and announced to pay for the treatment of the patients. Special payers were said in mosques, temples, churches and pagodas across the country on Friday seeking salvation of the departed souls. The home ministry early Friday formed a three-member committee, headed by additional secretary Iqbal Khan Chowdhury, to investigate the incident and asked it to submit its report in seven working days. Twenty-six of the injured were admitted to the burn and plastic surgery unit at Dhaka Medical College Hospital. Fourteen others were sent to Combined Military Hospital in Dhaka. Fourteen of the critically injured suffered burn of at least 40 per cent of their body surface area, said physicians at the hospitals. Most of such patients had their respiratory tracts burnt. The authorities cancelled the leaves of physicians in the emergency ward and the burn unit of Dhaka Medical College Hospital. Medical assistants from the defence joined DMCH staff in providing treatment. The reason behind the fire, however, was yet to be established, officials of the Fire Service and Civil Defence, which carried out the rescue operation, said. But rescuers suspected the transformer explosion caused by a lightning strike was behind the fire, which spread to a chemical warehouse and the bordering buildings at Nabab Katara of Nimtali in Old Town. Saddam Hossain, manager of the Shefali Bakery just opposite the electric pole with the transformer, however, said he had seen smoke billowing out of the chemical shop and the transformer exploded within minutes. The fire fighters could hose down the flames about 12:00am, the Fire Service and Civil Defence director general, Brigadier General Abu Nayeem Mohammed Shahidullah, told New Age on Thursday. Twenty-three fire engines from eight fire stations, local administration, army, police and Rapid Action Battalion personnel, Red Crescent volunteers along with the local residents, carried out the rescue operation overnight. Fire fighters entered most of the houses that were burnt during the rescue operation and recovered the bodies from houses on holdings 43 to 48. The 14 independent engineering brigade of the Bangladesh Army joined the operation about 2:30am on Friday. Abu Nayeem formally called off the rescue operation about 5:00am in consultation with the local people and experts, claiming that there were no bodies in the debris. ‘But a small fire unit was deployed to assist the local people.’ The Dhaka deputy commissioner, Muhibul Haque, said the death toll had hit 117 till Friday evening and the figure is inclusive of a woman, a child and a man who died in hospital on Friday. One hundred and two bodies were handed over to the families. Six bodies were kept in the Mitford Hospital morgue and nine in the DMCH morgue till the evening. The 15 bodies are yet to be identified. The fire service and civil defence, however, said they had pulled out 93 bodies from the debris and almost all of them could be identified. Unofficial sources again put the death toll at 97 till Friday evening. Executive magistrate Mohammad Alamin, who handed over the bodies to the families, about 10:30pm on Friday said 92 bodies had so far been handed over and eight other bodies, yet to be identified, remained in the morgues of Dhaka Medical College Hospital and Mitford Hospital. The district administration has given Tk 20,000 against each of the victims to the families to bear the funeral expenses, Muhibul said. ‘Tk 10,000 has been given to each of the injured admitted to hospital. Tk 20,000 will be given against each of the victims to the families for rehabilitation,’ he said. Dhaka Medical College Hospital resident surgeon HA Nazmul Hakim said may died because of excessive heat and smoke caused by the burning chemicals after a baker’s which had several large gas burners had caught fire. An engagement programme was going in a house in one of the buildings, said a local resident, who was standing there when the fire broke out. ‘Most of the family members but the bride and the groom died in the fire. The bride, Runa Akhtar, and the groom, Jamil Reza, were in a beauty parlour at the time,’ Akbar Hossain, a resident of the area, said on Friday. Local people said most of the buildings housed shoe factories on the ground floors and the chemicals helped the fire to spread fast. And on both sides of the alley, there were wholesale shops of scrap iron and waste papers. Mohammad Ripon, a resident of Nabab Katara in the Azimpur graveyard on Friday said he had asked Mohammad Faruque, another resident of the area, not to open chemical shop and set up a warehouse, which helped the fire to spread fast, in the crowded area. ‘But he did not listen to me.’ Faruque lost 12 of his family in the fire. He and his brothers Guljar and Didar survived. Residents of the Nimtali area, crammed with buildings leaving not enough area for emergency services, said the multi-storey buildings were haphazardly constructed and they had no fire escapes or fire safety measures. Nazimuddin, a resident of the area who pulled out 50 of the bodies from the debris, said the society elders had submitted application to the government office concerned for relocation of small plastic and shoemaking factories that need to use chemicals and imposition of a ban on the establishment of warehouses to store chemicals. ‘The fire spread fast because of the chemicals kept in the warehouse.’ Nazmul, a resident of the area, echoed Nazimuddin. He said, ‘I have never seen volcanic eruption but on television screen. Burning chemicals flowing down the alley reminded me of such eruption.’ The Dhaka City Corporation chief executive officer, Abul Kalam Azad, told New Age the corporation would cancel the trade licences of small factories situated in crowded areas of Old Town. ‘Thursday’s fire left us with no option but to save the lives and property of the Old Town residents by cancelling the licence of such factories. We cannot afford another such accident,’ he said.

Special prayers will be offered at mosques and other places of worship across the country. Special prayers were offered at mosques, temples and churches on Friday seeking blessings for the departed souls. Cross section of people and different socio-political organisations, including president Zillur Rahman, prime minister Sheikh Hasina and leader of the opposition Khaleda Zia expressed deep shock at the loss of lives in the Old Town fire. The prime minister and the leader of the opposition visited the people admitted to Dhaka Medical College Hospital with burn injuries. President Zillur Rahman, in a condolence message, prayed for the salvation of the departed souls and also for the early recovery of the injured. He also expressed his deepest sympathy for the bereaved families. The prime minister visited the hospital at about 11:00am cancelling all her scheduled programmes and stayed there for about half an hour enquiring about the treatment of the injured. Earlier, in a condolence message she expressed deep shock at the huge casualties and sympathised with the survivors of the Nimtali tragedy. She announced that the government would bear all costs for treatment of the injured people and that the victims would be rehabilitated. Opposition leader Khaleda Zia visited the hospital early on Friday, mourned the dead and checked on the treatment of the injured and demanded compensation for the families of the dead. Jatiya Party chairman HM Ershad, along with other leaders of his party, also visited the injured at the hospital shortly after Hasina left. Ershad demanded compensation for the victims. The home minister, food minister, health minister, mayor of Dhaka City Corporation, state minister for LGRD and cooperatives and top government officials visited the spot. The organisations which gave condolence messages included Zaker Party, Bangladesh Students’ Union, Communist Party of Bangladesh, Gana Forum, Sammilita Sangskritik Jote, 11-Party Alliance, Bangladesher Samajtantrik Dal, Jatiya Ganatantrik League, Bangladesh Nari Mukti Andolan and Workers Party of Bangladesh.

Everest conqueror returns to plains

Musa received at Kathmandu amid flags, flowers and folks

He cried, laughed and said, "I'm back."

These were the first words Musa Ibrahim said when he met the advance team of Bangladeshis at Dolalghat in Kavre district, 90 kilometres from Kathmandu.

The Daily Star correspondent with the advance team was waiting there for Musa who along with other mountaineers started from Totopani, the Tibet-Nepal border, around yesterday noon.

Musa's bus reached Dolalghat around 4:30pm and stopped for the Bangladeshi team. The team greeted him with flowers, bouquets and the flag of Bangladesh while his Nepali friends coloured his face with vermilion.

Second Secretary of Bangladesh High Commission Nasrin Zahan gave him some rice pudding she made for him.

Seeing the mood of celebrations of Bangladesh High Commission officials, media personnel, Musa said, "I get a glimpse of Bangladesh here. Thank you all."

"I want to eat something but not bread and eggs. All these days I have been eating bread and porridge."

Musa spoke of his experience while having some snacks. But he was interrupted as many people including his wife, friends and colleagues kept on calling him. They knew Musa was supposed to be within mobile phone network by then.

Musa's group reached the base camp of Mount Everest on April 14. They stayed there for two days to get accustomed to the thin air. From there they went to the advanced base camp and came down to the base camp again to get used to low oxygen levels and altitude.

"We planned to start from the advanced base camp on May 20. But we heard Muhit and his group had already started for camp-1 from there on May 19. We started 15 minutes after Muhit," said Musa.

"Weather was really bad when we reached camp-1. It was still around 1,800 metres to Everest peak," he said.

"I saw 12 tents destroyed in the snowstorm. It was not possible to go out. Some groups gave up and decided to go down. But our Sherpa Kailash Tamang said, 'Let's wait for one more day'. The next day the weather was really good. We started for camp-2 and on May 22, we did the final push from there in the evening and reached the peak early in the morning on May 23," Musa said.

Musa's oxygen pipe leaked at 8,300 metres high.

"I felt like dying. I was panting and felt like dying. Luckily the sherpas noticed it and they fixed it quickly and I survived.

"When I reached the peak, dawn just broke… I saw the first light. We took photos there," Musa said.

He said they queued there to take photos with the Buddha idol.

"The peak is a small place. Only 20 people can stand there together. Our sherpa told us to go down," Musa said.

Musa said, "I started feeling bad descending. It was hard for me to go down, as I was thirsty. I saw a dead body there."

Sherpas told him that many people die while descending as they deplete their energy going up.

They hurried to go back to camp-1. "Then I met an Australian who gave me some water and 'power gel tablet' which helped me regain energy," Musa said.

Musa came down to base camp on May 24 and reached Kathmandu around 9:00pm (local time) yesterday.

Musa started from Kathmandu on April 12 and came back after 45 days.

The Bangladesh High Commission will receive Musa with a small party tomorrow.

"Everest is the highest peak of the world. Musa Ibrahim climbed the mountain and it is also a victory of Bangladesh. It indicates people from Bangladesh are capable of taking up any challenge," Neem Chandra Bhowmik, Bangladesh ambassador to Kathmandu, said while receiving Musa at Hotel Thamel.

FIRST BANGLADESHI 8,000ERS

MA Muhit, the first Bangladeshi mountaineer to climb 8,000 metres, said yesterday that he is happy that somebody from the country hoisted the flag atop Everest.

“We all dreamed together that we would fly our flag on Mount Everest. I am happy that he [Musa] did it,” said Muhit at Bangladesh High Commission in Kathmandu yesterday.

In a brief interview, MA Muhit said, he came down from camp-1 on May 21 after waiting there for two days, as the weather was bad.

“My sherpa told me, life is more important than mountaineering. Mountain will be always there. So we decided to come back.”

On May 21, one member from the Muhit's team, Barcony, a Hungarian national died before his eyes due to snowstorm.

Muhit and his team decided to come down but Musa's team decided to wait a bit more.

Muhit said, he did not know that Musa's team was going to wait, as there was no communication between the two sides.

When Muhit was coming down on May 21, the weather started to get better on May 22.

Muhit was descending. Musa's team started climbing to reach the top of the world.
